Scugog moves ahead with engineering study for aging Blackstock Arena roof

SCUGOG: Long-anticipated repairs at the Blackstock Recreation Complex are moving a step closer to reality, with council approving a design assignment which could lay the groundwork for major roof and structural upgrades at the community facility.
At a recent meeting, council received a report from Grant Taylor, Director of Public Works & Recreation, recommending the Township retain Sense Engineering (GTA) Inc. to carry out detailed design services. The firm was identified as the highest-scoring proponent through a competitive bidding process, at a cost of $25,800 inclusive of the net HST rebate.
“This design study will give us the detailed information we need to move forward with confidence,” Mr. Taylor explained. “By undertaking an invasive structural inspection of the roof system, including timbers and trusses, we can accurately define the scope of repairs and avoid unexpected costs during construction.”
The project stems from a comprehensive Building Condition Assessment Final Report prepared in September 2023 by DSR Systems. That report examined all major components of the complex, from structural elements and exterior masonry to mechanical, electrical and refrigeration systems.
Among its key findings were recommendations for comprehensive repair or replacement of damaged structural components, including timber members, as well as a full roof replacement. Additional concerns included brick deterioration, aging doors and windows, outdated lighting and electrical panels, plumbing fixture replacements, and eventual replacement of the refrigeration system and ice rink floor.
While many of those items remain part of longer-term planning, the current focus is squarely on the roof and supporting structure.
An earlier attempt to pursue a design-build approach was cancelled after submitted bids exceeded the available budget and uncertainty remained about the condition of structural timber components.
“The previous bids came in higher than anticipated, largely because there wasn’t enough detailed structural information available,” Mr. Taylor added. “This new assignment addresses that gap directly.”
Under the newly awarded contract, Sense Engineering will conduct an invasive structural inspection of the roof support system at the Blackstock Hall and Arena, located at 3440 Church Street West. The work will inform the preparation of a detailed design and tender package for replacement of the metal roof and asphalt membrane roof, insulation where required, and eavestrough systems.
A total of 12 proposals were received through the Township’s bidding portal. Submissions were evaluated by a committee of Public Works and Recreation staff based on references, qualifications, experience, methodology and cost effectiveness. Sense Engineering met all mandatory requirements and achieved the highest overall score in accordance with the Township’s procurement by-law.
Council previously approved $450,000 in the capital budget for Blackstock Community Hall and Arena repairs. Of that amount, $53,000 is allocated to the design phase, including contingency and contract administration, leaving approximately $397,000 available for construction.
Staff anticipate the project will be tender-ready by late spring 2026, with construction expected to follow in early summer, subject to remaining within the established budget. Completion is targeted for fall 2026.
Mr. Taylor noted recreation staff continue to oversee day-to-day operations and maintenance at the facility, including regular inspections and servicing of fire protection systems. Exterior door painting was completed in 2025, and plumbing fixture replacements and reinforcement of rooftop mechanical units are scheduled for early 2026.
“This facility is an important hub for the Blackstock community,” Mr. Taylor said. “Our goal is to ensure it remains safe, functional and sustainable for many years to come.”
