Major reconstruction coming to Union Avenue in Port Perry

SCUGOG: A major overhaul is on the way for Union Avenue, after Scugog Council approved a $3 million reconstruction project, during its meeting, on Monday, April 28th. The project which includes both road and underground infrastructure upgrades, is expected to begin by the end of May.

Council awarded contract S2025-01 to Hard-Co Construction Ltd., whose bid of approximately $2.73 million (excluding HST) was the lowest compliant submission received. The work will involve a complete rebuild of Union Avenue, between King Street and Josephine Street, bringing much-needed improvements to its surface and underground services.

“This is a significant investment in one of our key local corridors,” said Mayor Wilma Wotten. “By partnering with Durham Region, we’re not only improving the road, for all users, but we’re also delivering critical underground infrastructure [which] will benefit the community for decades.”

As part of the project, Durham Region will install sanitary sewer services, for the properties within the construction zone. The Region is contributing over $1.46 million toward the project and will issue a purchase order, to the Township, to cover its portion of the costs. The collaboration between the Township and the Region helps streamline work and minimize the disruption to residents, while maximizing the value of the investment.

“Combining our projects with Durham Region means we can do more with less, while minimizing inconvenience to residents,” said Grant Taylor, Scugog’s Director of Public Works and Infrastructure Services. “It’s a win-win.”

The scope of work includes: the removal of the existing road surface, upgrades to the water system, installation of both new storm and sanitary sewers, boulevard grading, curb and gutter installation, and the addition of new sidewalks and bike lanes. Some sections of the sanitary sewer will be over seven metres deep, requiring road closures and access restrictions throughout the construction period. Local traffic access will be maintained, and residents will be given advance notice of any work affecting their driveways or property access.

The project is expected to reach substantial completion in late autumn, with final adjustments and the top layer of asphalt scheduled for spring 2026.

“Residents will be notified ahead of any activity [which] may directly affect access to their property,” Mr. Taylor added, noting, communication will remain a top priority throughout the project. Updates will be posted regularly, on the Township’s website and social media accounts, with project-specific notices delivered directly to homes in the affected area.

Thanks to Durham Region’s confirmation of funding and a successful tender process, the Township will remain within its capital budget for the project. The Township will be managing the reconstruction, with support from the Region, throughout the process.
