The report from the Integrity Commissioner, who found Councillors Kett and Back's actions breached council's code of conduct is one that should have been taken seriously. The remaining council members, including the mayor, have an obligation to the office they have taken, and the citizens of Scugog which they serve.
To dismiss the recommendation for any punitive penalties to the two councillors is in effect condoning their actions. What kind of message are they sending? Bullying is okay? Bullying in the workplace is taken very seriously, sometimes including dismissal.
To not even reprimand these two, who have been found by an impartial 3rd party to have breached their code of conduct, sends a bad message.
